Any comments on the ACTING commissioner's proposal to close several drawback offices???
Customs is using the excuse that less claims are being filed.my comments.
1- Customs should publish every drawback port's claism filing statistics as well as dollar amounts and numbewr of drawback personnell assigned to the port. 2- Most filers are using "export summary" which cuts down on individual claims, 3- IF claism are declining that means the the drawback ports have IDLE personell and that privileges and claism should all be approved ON TIME...........including applications in Wash. I'M SURE THAT IS NOT WHAT IS HAPPENING, so how can Customs justify teh closings. 4- I ahve heard Port Directors "claim" that by closing their port's drawback office they can utilize those resources in another Customs area. HELLO.........Wash. assigns manpower. So if the remaining ports absorb the extra work wouldn't it be logical to also get additional personnel from the closing port? 5- Customs will increase COSTS by closing some of the ports. As an audit commenses usually teh liquidator vists the claimant with tejh auditors. This will increase tarvel expenses. 6- Since MOST claism are not being liquidated within 3 years.........Customs will not ahve the ability to audit because claimants are disposing of tjehir records after the 3 yaers....Not very efficient. What would GAO say about that? 7- What other port's services will get shut down? Maybe the Import specialists should be centralized in the port of most activity? ie: Footwera in Bostons, Oil in Houston, etc.?
