I have always had a problem with Customs insistence on originally signed bills-of-lading as the prime proof of exportation. They need to verify exportation, but their insistence shopws that they have no concept of what a bill-of-lading is and what it is used for. I don't really care forthe ruling, but they did issue a ruling bacl in November that spells out pretty specifically what they want and why, It is informative for this reason. The ruling is HQ 228272 issued 11/8/99 to the NY Drawback Office and should be available on the Customs website.
